Job Description

Job Title:                 Designer

Department:            Community Development Department

Reports to:              Capital Improvement Plan (CIP) Manager

FLSA Status:          Non-Exempt

SUMMARY:

The City of Mont Belvieu is a fast growing City looking for a Senior Designer capable of planning and designing capital projects. The candidate will be responsible for plan review of construction plans, plats, and specifications for conformity with the City’s standards. Provide some project management over with minor projects, assist CIP manager in the development City’s Capital Improvement Plan.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Designs complete set of construction plans and specifications of different projects related to road, water, wastewater, and drainage.
  • Reviews plats, site plans, and zoning exhibits for conformance with City of Mont Belvieu Codes on Subdivision Rules & Regulations. 
  • Reviews engineering plans for conformance with City engineering design standards and good engineering design practices.
  • Performs various calculations for the in-house design of water, sanitary sewer, storm drainage and/or paving projects. 
  • Provides assistance including project management of City projects in the development of construction plans while coordinating with engineering consultants. 
  • Provides in reviewing the work of surveyors, appraisers, and engineers. 
  • Extensive knowledge using the latest version of AutoCAD/Microstation in the preparations of various City maps, engineering plans, details, charts, topographic information, and ortho photography. 
  • Provides customer service in person or on the phone and is able to answer engineering questions relating to manuals, standard specifications, existing infrastructure, franchise utilities requirements, and construction permits. 
  • Prepares spreadsheets and reports as needed.
  • Performs other related work as required.

QUALIFICATIONS:

  • Knowledge of general engineering and surveying practices and principles in the areas of drainage, traffic, water, wastewater, and streets.
  • Extensive Knowledge of computer-aided drafting software, such as AutoCAD/Civil 3D and/or Microstation/Geopak.
  • Knowledge of Microsoft Outlook, Excel, Power Point, and Word.
  • Knowledge of GIS software is a plus.
  • Ability to effectively communicate orally and in writing.
  • Ability to read and interpret project plans and specifications.
  • Ability to follow oral and written instructions.
  • Ability to effectively and politely respond to citizen complaints.
  • Ability to read legal descriptions.
  • Ability to work effectively with the public and co-workers.
  • Ability to visually inspect sites under construction, such as sidewalks, channels, etc.
  • Minimum of 5 years’ experience with at least 2 years working on Municipal Projects.
  • Valid State of Texas Driver's License and good driving record required.

COMPENSATION:

Starting salary of $60,000+, DOQ

The City of Mont Belvieu offers all full time employees a competitive benefit package. LANGUAGE SKILLS:

Ability to read and interpret documents of moderate complexity such as safety rules, operating and maintenance instructions, certain City records, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

MATHEMATICAL SKILLS:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
