Job Description

Job Title:                  Construction Inspector

Department:             Community Development Department

Reports to:               Capital Improvement Plan (CIP) Manager

FLSA Status:            Non-Exempt


The City of Mont Belvieu is a fast growing City looking for a Construction Inspector capable of providing QA/QC inspection services for the City’s capital projects. Duties include inspect and monitor assigned city projects and developments to ensure compliance with the City's specifications, standards and codes; and provide technical assistance to professional level engineering staff.



Essential and other important responsibilities and duties may include, but are not limited to, the following:

  • Inspect and monitor capital improvement projects for compliance with city codes and standards; assist capital improvement project engineers in plan review and quality control for projects.

  • Coordinate projects with and provide information to contractors, consultants, developers, citizens and city staff.

  • Respond to public inquiries in a courteous manner; provide information and resolve complaints in an efficient and timely manner.

  • Assist in plan review and prepare estimates of material and labor costs for future capital improvement and community development projects; review contractors' monthly pay requests and adjust any items inconsistent with actual work performed.

  • Inspect engineering projects during various stages of construction to ensure compliance with applicable codes, ordinances and regulations; manage quality control of materials used; perform basic surveying at job sites, residences and city right-of-ways.

  • Electronically review maps, specifications, plans, diagrams and contract specifications; maintain various programs including a current system of "As Built" drawings of completed construction projects and a Benchmark program.

  • Enter inspection details and related information onto computer system; update and retrieve information as required; prepare various reports, notices, memos and letters as required.

  • Provide assistance to The City's building inspector and Code Enforcement when necessary.

  • Attend meetings, seminars and training courses as required.

  • Assist in the solicitation of bids for projects as assigned; compile information for contract documents and specifications for capital improvement projects.

  • Meet and coordinate construction activities with other local municipalities.


  • High school diploma or GED equivalent required with a minimum of 5 years’ experience working on Municipal Construction Projects. Possession of TXDOT Certification on Material Testing, Concrete Pavement, Traffic Control and HMACP is a plus, but not required.



  • Extensive knowledge of general engineering and surveying practices and principles in the areas of drainage, traffic, water, wastewater, and streets.
  • Knowledge of Microsoft Outlook and Word.
  • Proficient with office equipment including computers, tablets, and supporting software applications.
  • Ability to effectively communicate orally and in writing.
  • Ability to read and interpret project plans and specifications.
  • Ability to follow oral and written instructions.
  • Ability to effectively and politely respond to citizen complaints.
  • Ability to read legal descriptions and survey documents.
  • Ability to review and offer comments to a complete set of construction plans.
  • Ability to work effectively with the public, contractors, and co-workers.
  • Ability to visually inspect sites under construction, such as sidewalks, channels, etc.
  • Valid State of Texas Driver's License and good driving record required.


Starting salary of $65,000+, DOQ

The City of Mont Belvieu offers all full time employees a competitive benefit package. Ability to read and interpret documents of moderate complexity such as safety rules, operating and maintenance instructions, certain City records, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.


Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.


Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
