Under general supervision, this position is responsible for leading the crews in the maintenance and repair of the water distribution and wastewater collection system. The Utilities Foreman works with, directs, coordinates and monitors the work of utilities crew leaders and utilities laborer crews in a lead capacity and ensures work is completed in compliance with established standards and performs the more difficult maintenance functions.
Meet with the Utilities Superintendent regularly to provide feedback concerning operational efficiency, personnel performance/conduct and employee morale.
Oversees operations of water, sewer and meter systems by receiving work orders and assignments, assigning jobs to proper crew members, managing work on highly visible, complex or critical work assignments and conducting quality control processes to ensure use of proper techniques and processes.
Works with limited supervision to evaluate daily work tasks to insure completion to expected city construction standards.
Operates, checks, and maintains moderate to complex equipment.
Ensures compliance to all City policies and procedures.
Assists Superintendent in responding to citizen questions and complaints.
Identify opportunities for improvement and confer with Supervisor.
Monitor on site job safety to ensure employee safety.
Facilitate supplies and needs of crews.
Respond to emergency situations after hours or on weekends.
Adheres to assigned work schedules as outlined in the City and department attendance policies and procedures.
Performs other related duties as assigned.

Establish and maintain effective cooperative working relationships with those contacted in the course of work including City and the general public.
Experience and Education: Any combination equivalent to the level of experience and education that would likely provide the required knowledge, skills and abilities will qualify.
Seven (7) to Ten (10) years of experience and/or training involving operation and maintenance of water and wastewater infrastructure, personal computer operations, and use of mechanical tools and equipment.
High School Diploma or GED required.
Possession of a valid Class “B” or greater Commercial Driver License, with the appropriate endorsements is a requirement for continued employment and must be obtained within six (6) months after date of hire.
May be required to obtain certification or license specific to area of assignment after date of employment at the City’s expense.
The duties of this position are normally performed in a field environment setting.Incumbents assigned to this position can reasonably expect to be exposed to all weather conditions and various hazardous substances such as explosive Fuels, oils and other lubricants, dust, moderately loud noise levels on a routine basis. Incumbents in this position can expect to routinely push, pull, lift and carry a minimum of 50lbs daily without assistance. Additionally, incumbents in this position should be physically able to bend, stoop, squat, kneel and reach in the performance of their daily duties. Incumbents in this position may be required to work evenings, weekends, holidays and on-call as required.
