The purpose of this position is to complete independent reviews of developer proposals and capital improvement program projects. This is accomplished by reviewing site plans, plats, construction plans and other technical data; managing private development projects; reviewing construction information; designing public works infrastructure improvements; preparing cost estimates; handling bid documents; and coordinating with developers, engineers, architects, staff and departments. Other duties include assisting with oversight of the stormwater management program and administering the floodplain management program.
Essential Job Functions
Completes technical reviews for private development projects by reviewing and analyzing engineering work, construction and site plans, calculations, traffic impact analyses and related studies; responding to technical inquiries; interpreting and applying ordinances, codes, policies and standards; and evaluating field conditions for proposed land use scenarios.
Manages assigned projects from planning through construction by monitoring all phases of projects; coordinating with staff and departments for compliance; preparing and reviewing contracts and bid documents; facilitating construction meetings and resolving issues during construction; preparing project reports; and reporting progress to department, the City and elected officials.
Assists with floodplain and stormwater management programs by reviewing applications; providing guidance to stakeholders; educating the public on flood risk and mitigation; preparing and monitoring the storm water management plan; and serving on committees.
Responds to the public by answering questions; researching information and speaking at public events
Education and Experience
Bachelor's degree in Civil Engineering
Five years of experience in engineering project management and some experience with stormwater and floodplain management
Knowledge, Skills and Abilities
Knowledge of engineering projects from inception to completion
Knowledge of design and management of commercial, residential and capital engineering projects from inception to completion
Knowledge of floodplain and stormwater management programs
Ability to effectively communicate, both verbally and in writing, with co-workers, the public, and elected and appointed officials
Skill in the operation and use of standard office software which includes databases and presentation programs, along with standard Microsoft products
Special Requirements
Skill in the operation and use of Autocad and ARC GIS Software preferred
License and Certificates
Professional Engineer Certification
Floodplain Manager Certified preferred.
Valid driver's license with good driving record and ability to maintain while employed.
Working Conditions
Position requires mobility within an office environment and requires little physical effort in working with light materials generally weighing ten (10) pounds or less.
