SUMMARY OF JOB

This is a frontline position over the Streets Division.  This division provides repairs, replacement and maintenance of Town infrastructure including; sidewalks, streets, signs, facilities, road systems to ensure they are maintained to Town standards. This includes, but is not limited to, the use of heavy equipment, gas-powered tools, hand tools, training staff, in a direct participation of concrete, asphalt and street related activities.

PRIMARY DUTIES AND RESPONSIBILITIES

  • Provides general supervision and leads the work crews in maintaining and repairing the Town infrastructure; assures that all safety rules, traffic control regulations, and TCEQ regulations are observed on the job site.
  • Coordinates crews, equipment, materials and tools required to complete work orders, and reviews work completed by assigned staff to assure work meets the requirements of the work order.
  • Performs field inspections of ongoing and completed work assignments; assures all Town and departmental regulations and safety requirements are met, and provides technical guidance as needed.
  • Coaches, trains and instructs work crew; meets with staff to review and discuss work performance, quality standards, technical issues and work methods.
  • Inventories material and equipment needs for each assigned project, and distributes supplies and materials.
  • Maintains records of services performed, time spent on job, and material costs.
  • Controls work site to assure that safety rules and regulations are followed, and that the work zone, traffic control, and all the equipment are in safe operating condition.
  • Operates heavy machinery in accordance with all safety guidelines, including OSHA.
  • Utilizes proper safety precautions in all work performed; reports problems and emergency situations; recognizes, avoids, and reports unsafe acts, conditions, accidents and injuries.
  • Supports the divisional operations with regular and timely attendance.
  • Helps develop recommendations of equipment, tools, and infrastructure needed.
  • Will be required at times to respond after-hours, including holidays and weekends, in the event of a departmental or Town wide emergency.
  • Perform any other related duties as assigned or requested

KNOWLEDGE, SKILLS, AND ABILITIES

  • Evaluating concrete and asphalt maintenance issues and developing recommendations based on findings.
  • Experience in prioritizing, planning, and scheduling, works independently in the absence of specific instructions or supervision.
  • Accurately estimating labor and material costs to establish and meet deadlines.
  • Promoting and enforcing safe work practices.
  • Efficient in operating a personal computers utilizing standard and specialized software.
  • Candidate must have the ability to communicate effectively with city staff, supervisors, residents, and vendors.
  • Must have the ability to perform tasks and supervise multiple projects under pressure, with short deadlines and the ability to work overtime and flexible hours as necessary.
  • Effective and insightful verbal and written communication with Town staff, supervisors, residents, and vendors.
  • Skilled in the use of a variety of machines, including, but not limited to radios, personal computers, telephone, calculators, smart phones/tablets and copiers.
  • Ability to establish and maintain good relationships with supervisors and other personnel as well as a willingness to perform duties in a team environment

SUPERVISORY/BUDGET RESPONSIBILITIES

  • Minimal supervision exercised for crew members

WORKING CONDITIONS

  • Tasks are regularly performed in an outdoor environment which includes extreme heat and cold
  • Will work on the on’call rotation for emergency and after hour calls
  • Will be subject to working nights, weekends and holidays
  • Will be subject to working near and around loud noises

MINIMUM QUALIFICATIONS

  • High School Diploma or G.E.D.
  • Three (3) years of increasingly responsible experience in the maintenance of streets
  • Valid Class B Commerical Driver’s License

PREFERENCES

  • Class A Commercial Drivers License
  • Training programs on signage (TMUTCD), work zone safety and setup, equipment operation
  • 1-3 years in Supervisory Capacity over Streets Department
