SUMMARY:

The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) duties include but are not limited to the following



ESSENTIAL JOB FUNCTIONS:

Demonstrates competence related to the understanding and application of City of Celina Core Values.

  • May fill in for ULM Supervisor when directed.
  • Leads and participates in the technical construction, installation, repair and maintenance of the city's water distribution and wastewater collection systems.
  • Ensures the proper instruction and training of team members by providing on-the-job training.
  • Provides communication and job information to customers and Supervisors as well as making sure to address and resolves citizen concerns.
  • Completes daily reports on all field activities, dispatched calls, work orders, service requests, and provides information for cost analysis reports utilizing Cityworks™ computer work order system.
  • Inspects vehicles, equipment and tools to ensure they are cleaned, always maintained fueled and ready for use.
  • Performs routine inspections and maintains safety regulations including wearing appropriate clothing, and using proper equipment and tools as well as instructs team members in the placement of traffic warning signs, cones, and barricades.
  • Cleans work sites and restores landscaping to original condition upon completion of work projects.
  • Conducts tailgate safety meetings.
  • Operates light and heavy construction equipment as needed.



OTHER DUTIES AND RESPONSIBILITIES:

  • Required to work on-call, evenings or weekends.
  • Travels to attend meetings and training
  • Demonstrate a willingness to perform duties in a team environment.
  • Ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
  • Regular and consistent attendance for the assigned work hours
  • Assist other departments throughout the city as well as other internal departments in Public Works.
  • Proficient with working as an individual or as a team member
  • The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 75 pounds, or heavier weights with the use of proper equipment.
  • Willingness to cross train as needed for meeting departmental objectives.
  • Performs other related duties as assigned.



KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of general maintenance and repair techniques for common tools and equipment used in general construction and maintenance work; and their basic safety precautions and procedures.
  • Skill in planning and coordinating work site activities.
  • Knowledge of water & wastewater operations, maintenance and repair of pumps and control systems.
  • Must have effective communication and record keeping skills.
  • Knowledge of the operation and maintenance of power and hand tools.
  • Knowledge of supervisory methods and practices.
  • Knowledge of safe handling techniques of hazardous chemicals and materials.
  • Knowledge / Ability to follow City policies and procedures.
  • Skill in following oral and written communications and directions.
  • Skill in planning and organizing materials and supplies necessary to complete work orders or daily assignments
  • Skill in operating assigned equipment, tools and vehicles
  • Skill in resolving customer concerns.
  • Ability to maintain effective working relationships.
  • Ability to interpret a variety of instructions furnished by leadership team in written, oral, diagram, or schedule form.
  • Knowledge of Geographic Information Systems (GIS) and use
  • Self-motivated and Positive Attitude.
  • Ability to establish and meet deadlines.



MINIMUM QUALIFICATIONS:

  • High school diploma or GED
  • Four (4) years water utility maintenance or construction experience.
  • Must pass a pre-employment drug screen, criminal background check and MVR check
  • Texas Class A Commercial Driver License or ability to obtain within 6 months.
  • Must Possess a TCEQ Class C Water License



Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.



PREFERENCES:

  • Lead Experience
  • Utility maintenance and construction experience in the wastewater profession.
  • TCEQ BPAT License or ability to obtain within 1 year of hire date.
  • Skid Steer, Mini-Excavator, Hydro Excavator, Utility Line Locating, Excavator (Telescoping Boom), and Backhoe / Front End Loader Experience.



WORKING CONDITIONS:

  • Work is performed in an outdoor environment as well as office.
  • May be subject to repetitive motion and heavy manual labor such as digging, repairing water/sewer lines, transporting, delivering and picking up debris, or other required equipment.
  • Daily physical labor that includes extended periods of sitting, standing, bending, reaching, kneeling, entering enclosed spaces, climbing ladders, lifting heavy equipment, digging potholes, swinging a sledgehammer, driving a dump truck, operating other equipment and other similar physically exerting activities on a daily basis.
  • May be exposed to moving traffic, underground, outdoors, in confined spaces, in trenches, on level, slippery, sloping, unstable, and muddy terrain, and under constantly noisy conditions; and work in adverse environmental conditions to include inclement weather such as rain, sleet, snow, heat, sun exposure, and hazardous conditions such as mechanical, fume odor, dust/mist, chemical; and exposure to insects, noxious plants, snakes, water borne pathogens, body fluids, and infectious diseases.



EQUIPMENT AND TOOLS UTILIZED:

  • Equipment utilized includes personal computer, (Microsoft Office), copier, calculator, fax machine, and telephone and City vehicles.
  • Other equipment utilized includes sledge hammer, shovel, hand/power tools and equipment specific to area of assignment, ladders, testing equipment, generators, water pumps, and other industry related tools and equipment.



CONDITIONS OF EMPLOYMENT:

  • Must pass all relevant pre-employment screening/tests/examinations.
